A clematis tangutica I suspect – they have delicate yellow hanging flowers.

Actually looking closely at your photo those hairs look almost like feathers. There is another one which has similar, but more straggly silky balls that is called OLD MAN’S BEARD (CLEMATIS VITALBA). The sedd-heads last for ages and look very pretty.
Heard of old man’s beard, but didn’t know the Latin name…. thanks, Jude, I’ll go searching next time
I think Jude was right first time as there’s one coming from the neighbour making my fence look much nicer, but there are many varieties!

I’m going to adopt this as my avatar! I’m sporting an appalling haircut at the moment: the hairdresser also grew garlic, at which I hope she was better. That beautiful whatever is having an excellent hair day!
